Administrative LawMr. Higgs has retired from the active practice of law after nearly 40 years. Requests for consultations, arbitrations, mediations, and expert witness testimony are considered on a case-by-case basis. Mr. Higgs is the former Executive Director of the Virginia Real Estate Board (then known as the Virginia Real Estate Commission). He served as an Assistant Director of the Virginia Department of Professional and Occupational Regulation (then known as the Virginia Department of Commerce) from 1983 to 1985. In that capacity, he was responsible for the management and direction of the regulatory, licensing and enforcement activities of the Commission After leaving the Department of Commerce, Mr. Higgs entered private legal practice, and served as an administrative Hearing Officer for the Commonwealth of Virginia from 1985 to 1986 and again from 1990 through 2001. As a Hearing Officer, Mr. Higgs heard and decided dozens of administrative disputes and state disciplinary actions. Mr. Higgs also has extensive experience in zoning, outdoor advertising, and other legal issues unique to local and statewide administrative laws, ordinances and regulations.
